Any agency receiving funds made available in this Act shall provide written notice to the Committees on Appropriations of the House of Representatives and the Senate not less than 45 days prior to initiating the execution of any reorganization or workforce action increasing, decreasing, or transferring functions of 10 staff members or 10 percent of the staffing of an existing affected program of or office compared to the actual number of staff of an existing program or office on the first day of the fiscal year, whichever is less, even without a change in funding and without regard to the type of workforce actions such as voluntary, involuntary, incentive-based, or any other such action adding or removing staff from agency payroll.
