Any agency receiving funds made available in this Act shall provide written notice to the Committees on Appropriations of the House of Representatives and the Senate and the grantee or contractor not less than 7 days after cancellation of any grant or contract with a value of more than $200,000 and such notice shall include the reason for such cancellation, the background, justification, and the authority for such cancellation.
