Not later than 90 days after the date of enactment of this section, and every 90 days thereafter, the President shall submit to the House and Senate Committees on Appropriations a list of project allocations for the Department of Agriculture and the Department of the Interior (including any prior year outstanding allocations), in accordance with section 200306 of title 54, United States Code, for review by the committees. The list shall include proposed allocations by account, program, and project, and shall include projects under consideration by the departments (including projects approved by regional or state offices, and projects for which funds have been appropriated for a portion of a multi-stage project), together with an assessment whether the projects, as of the date of the submission of the list, are ready to be implemented.
