The notices of funding opportunities for the grants, contracts, cooperative agreements, and other assistance provided for under the heading State and Local Law Enforcement Activities shall be publicly posted no later than 90 days after the date of enactment of this Act: That the Department of Justice shall make the awards for the grants, contracts, cooperative agreements, and other assistance provided for under the heading Provided, State and Local Law Enforcement Activities by September 30, 2026:
That the requirements of this section may be waived only by submission of a letter, signed by the head of the respective grantmaking office, to the Committees on Appropriations of the House of Representatives and the Senate explaining in detail the justification for the waiver. Provided further,
