Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for Operation and Maintenance, Defense-wide, for the Office of the Under Secretary of Defense for Acquisition and Sustainment and the Office of the Under Secretary of Defense for Research and Engineering for travel expenses, not more than 90 percent may be obligated or expended until the Secretary of Defense notifies the congressional defense committees that the Department of Defense has established the Joint Energetics Transition Office as required by section 148 of title 10, United States Code, and provided that Office with the staff and other resources necessary to effectively carry out the responsibilities specified in subsection
(c)of that section.
