The Secretary of Defense is strongly encouraged to invite the naval forces of Taiwan to participate, as appropriate, in any Rim of the Pacific exercise that is to take place after the date of the enactment of this Act. In the event a decision is made not to invite the naval forces of Taiwan to participate in any Rim of the Pacific exercise described in subsection (a), not later than 30 days after the date on which such decision is made, the Secretary shall submit to the congressional defense committees a written justification for such decision.
