Section 1234 of the William M.
(Mac)Thornberry National Defense Authorization Act for Fiscal Year 2021 ( Public Law 116–283 ; 134 Stat. 3936) is amended by adding at the end the following new paragraph: An assessment of the use by the Russian Federation of chemical weapons (including chemical munitions) during the preceding year, which shall include an assessment of each of the following: The use, as part of armed conflict, of any substance the use of which is prohibited by the Organization for the Prohibition of Chemical Weapons or any other chemicals the use of which is considered by the United States to be a violation of international obligations. The use of chemical weapons or agents to kill, maim, or incapacitate individuals outside an armed conflict. Any actions taken by the United States Government to hold the Russian Federation accountable for the actions described in subparagraphs
(A)and (B). .
