Not later than 90 days after the date of the enactment of this Act, the Director of National Intelligence, in coordination with the officials specified in subsection (b), shall submit to the President, the congressional intelligence committees, and the congressional defense committees a strategy for addressing intelligence gaps relating to— investment activity by the People’s Republic of China in the biotechnology sector of the United States; acquisition of intellectual property relating to United States-origin biotechnology by entities of the People’s Republic of China; and any authorities or resources needed to address the gaps outlined in paragraphs
(1)and (2). The officials specified in this paragraph are the following: The Director of the Central Intelligence Agency. The Assistant Secretary of the Treasury for Intelligence and Analysis. The Director of the Defense Intelligence Agency. The Director of the Office of Intelligence and Counterintelligence of the Department of Energy. The Assistant Secretary of State for Intelligence and Research. The heads of such other elements of the intelligence community as the Director of National Intelligence considers appropriate.
