Not later than 30 days after the date of the enactment of this Act, and every 90 days thereafter for the next 3 years, the Secretary shall submit a report to the appropriate congressional committees that describes— a list of every overseas United States diplomatic post where diplomatic pouch access is restricted or limited by the host government; an explanation as to why, in each instance where an overseas United States diplomatic post is restricted or limited by the host government, the host government has failed to do so; and a detailed explanation outlining the steps the Department is taking to gain diplomatic pouch access in each instance where such access has been restricted or limited by the host government.
