Sec. 14. Preference for members of Indian Tribes

Notwithstanding any other provision of Federal or State law, the University may develop a policy— under which only individuals described in paragraph
(2)may be admitted to, and enroll in, programs conducted by the University; and to extend preference to members of Indian Tribes in— employment by the University; and contracts, fellowships, and grants awarded by the University. Individuals referred to in paragraph (1)(A) are individuals— that are members of an Indian Tribe; that are descendants of a grandparent who is a member of an Indian Tribe; or with 1/4 blood quantum, as evidenced by a Certificate of Degree of Indian Blood (commonly known as a CDIB ) by the Bureau of Indian Affairs. In carrying out section 12(b), the President of the University shall, to the maximum extent practicable, give preference in hiring to members of Indian Tribes.
