Amounts appropriated pursuant to this Act and the amendments made by this Act shall be subject to the requirements contained in Public Law 118–47 for funds provided under division D of such Public Law. Nothing in this Act shall supersede section 416 of the Controlled Substances Act ( 21 U.S.C. 856 ).
