The Secretary of Health and Human Services shall issue a regulation that specifies the method to be used to calculate State allotments under section 2604(a)(2) of the Low-Income Home Energy Assistance Act of 1981, consistent with the amendment made by section 2, ensuring that the method will accurately allot the funds involved. In issuing the regulation, the Secretary shall specify— the data sources to be used by Administration for Children and Families to make the State allotments; and how often the data sources shall be updated, and means of updating the data sources sufficiently, to ensure the accuracy of the State allotments.
