The Secretary shall provide a mechanism for the enrollment of individuals eligible for benefits under the Medicare for All Program. The mechanism shall— include a process for the automatic enrollment of individuals at the time of birth in the United States (or upon establishment of residency in the United States); provide for the enrollment, as of the date described in subsection
(a)or (b), as applicable, of section 106, of all individuals who are eligible to be enrolled as of such applicable date; and include a process for the enrollment of individuals made eligible for health care items and services under section 102(b). In conjunction with an individual’s enrollment for benefits under this Act, the Secretary shall provide for the issuance of a Medicare for All card that shall be used for purposes of identification and processing of claims for benefits under the Medicare for All Program. The card shall not include an individual’s Social Security number.
