Not later than 18 months after the date of enactment of this Act, the Secretary concerned, in coordination with the holders of permits to graze livestock on Federal land under the jurisdiction of the Secretary concerned and in consultation with other relevant stakeholders, shall develop a strategy to utilize livestock grazing as a wildfire risk reduction tool on Federal land, consistent with the laws applicable to the Secretary concerned. The strategy under paragraph
(1)shall include— the completion of any reviews required under the National Environmental Policy Act of 1969 ( 42 U.S.C. 4321 et seq. ) to allow permitted grazing on vacant grazing allotments during instances of drought, wildfire, or other natural disasters that disrupt grazing on allotments already permitted; the use of targeted grazing to reduce hazardous fuels; an increased use of temporary permits to promote targeted fuels reduction and reduction of invasive annual grasses; an increased use of livestock grazing— to eradicate invasive annual grasses; and as a post-fire restoration and recovery strategy, as appropriate; an integrated use of advanced technologies to dynamically adjust livestock placement; an increased use of any authorities applicable to livestock grazing, including modifications to grazing permits or leases to allow variances; the utilization of grazing on Federal land under the jurisdiction of the Secretary concerned in a manner that— avoids conflicts with other uses of that Federal land; and is consistent with any applicable land management plan; and the use of any other means determined to be appropriate by the Secretary concerned. Nothing in this section affects— any livestock grazing program carried out by the Secretary concerned as of the date of enactment of this Act; or any statutory authority for any program described in paragraph (1).
