In this Act: The term appropriate congressional committees means the following: The Committee on Foreign Relations of the Senate. The Committee on Foreign Affairs of the House of Representatives. The Committee on Commerce, Science, and Transportation of the Senate. The Committee on Energy and Commerce of the House of Representatives. The term institution of higher education has the meaning given the term in section 101(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1001(a) ). The term quantum information science means the use of the laws of quantum physics for the storage, transmission, manipulation, computing, or measurement of information.
