Any common carrier, as defined in section 3 of the Communications Act of 1934 ( 47 U.S.C. 153 ), may install, maintain, and repair telecommunications equipment and facilities in Cuba, and otherwise provide telecommunications services between the United States and Cuba. The authority under subsection
(a)includes the authority to upgrade facilities and equipment.
