Congress finds that— the San Rafael Swell towers above the desert like a castle, ringed by 1,000-foot ramparts of Navajo Sandstone; the highlands of the San Rafael Swell have been fractured by uplift and rendered hollow by erosion over countless millennia, leaving a tremendous basin punctuated by mesas, buttes, and canyons and traversed by sediment-laden desert streams; the mountains within these areas are among Utah’s most valuable habitat for desert bighorn sheep; and the San Rafael Swell area should be protected and managed to ensure its preservation as a wilderness area.
