Section 3316(d) of title 46, United States Code, is amended— by amending paragraph (2)(B)(i) to read as follows: the government of the foreign country in which the foreign society is headquartered— delegates that authority to the American Bureau of Shipping; or does not delegate that authority to any classification society; or ; and by adding at the end the following: Nothing in this subsection authorizes the Secretary to make a delegation under paragraph
(2)to a classification society from the People’s Republic of China. .
