The Secretary of Defense, in coordination with the Joint Service Committee on Military Justice, shall analyze the advisability of modifying the definition of abusive sexual contact under section 920 of title 10, United States Code (article 120 of the Uniform Code of Military Justice), to address the full range of harmful behaviors associated with sexual assault and to prevent misapplication of the offense to acts that are not inherently abusive. Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report detailing the results of the analysis under subsection
(a)and any associated recommendations.
