Subsection
(q)of section 1 of the State Department Basic Authorities Act of 1956 ( 22 U.S.C. 2651a ), as added by section 5114 and amended by section 5146 , is further amended by adding at the end the following: There shall be in the Department of State a Bureau of African Affairs, which shall perform such functions related to implementation of United States foreign policy and assistance to sub-Saharan Africa as the Under Secretary for Political Affairs may prescribe. The Assistant Secretary for African Affairs shall be the head of the Bureau of African Affairs. In this paragraph, the term sub-Saharan Africa means the region of countries that the Secretary of State designates as within the responsibility of the Bureau of African Affairs. .
