Except as otherwise provided, in this division— the term appropriate congressional committees means— the Committee on Foreign Affairs of the House of Representatives; and the Committee on Foreign Relations of the Senate; the term Department means the Department of State; the term Deputy Secretary means the Deputy Secretary of State; and the term Secretary means the Secretary of State.
