Section 2815(a) of title 10, United States Code, is amended— by inserting , including unspecified minor military construction projects not otherwise authorized by law, after military construction projects ; and by striking in accordance with and all that follows through the end of the subsection and inserting the following: in accordance with— section 2802 of this title (except as provided in subsection (e)); or section 2805 of this title. .
