Sec. 2821. Improvements to Department of Defense Housing Requirements and Market Analysis

Section 2837(d) of title 10, United States Code, is amended by striking total military population of such installation and inserting total population of such installation, including members of the armed forces, civilian employees of the Department of Defense, and defense contractors . Section 2872(1) of title 10, United States Code, is amended by inserting , including such units for civilian employees of the Department of Defense and defense contractors before the period at the end.
The Secretary of Defense, acting through the Under Secretary of Defense for Acquisition and Sustainment and in coordination with each Secretary of a military department, shall seek to enter into an agreement with an independent entity to conduct an evaluation by not later than September 30, 2026, of the suitability of land owned by the Department of Defense in the State of Hawaii and Guam for residential housing development for members of the Armed Services and the families of such members.
Not later than 30 days after the date on which the evaluation under paragraph
(1)is completed, the Secretary of Defense shall submit to the Committees on Armed Services of the House of Representatives and the Senate a report that includes the results of such evaluation.
