Of the funds described in subsection (b), not more than 80 percent may be obligated or expended until the date on which the Secretary of Defense— establishes a Joint Energetics Transition Office as required under section 148 of title 10, United States Code; provides that Office with the staff and other resources necessary to effectively carry out the responsibilities specified in subsection
(c)of such section; and submits to the congressional defense committees the reports required under subsections
(b)and
(c)of section 241 of the National Defense Authorization Act for Fiscal Year 2024 ( Public Law 118–31 ; 137 Stat. 208). The funds described in this subsection are funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for the Department of Defense and available for travel expenses for any of the following: The Office of the Under Secretary of Defense for Acquisition and Sustainment. The Office of the Under Secretary of Defense for Research and Engineering.
