Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for operation and maintenance, Air Force, and available to the Office of the Secretary of the Air Force for travel expenses, not more than 80 percent may be obligated or expended until the date on which the Secretary, in consultation with the Commander of the United States Strategic Command, submits to the congressional defense committees a report on the acquisition strategy of the Air Force to maintain the Airborne Command Post capability, including— options to expand production of the C–130J–30 Super Hercules aircraft to provide additional airframes to preserve the Airborne Command Post capability; and an outline of the future relationship of the Airborne Command Post capability with the Secondary Launch Platform–Airborne effort.
