Section 352 of title 10, United States Code, is amended— in subsection (a), by striking may and inserting shall ; and in subsection (e), by adding at the end the following new paragraph: Tuition fees charged for personnel who attend the School may not include any amount for the fixed costs of operating and maintaining the School. .
