Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for the Department of the Army for the Army’s Next Generation Command and Control
(NGC2)portfolio of capabilities, not more than 50 percent may be obligated or expended until the Secretary of the Army submits to the congressional defense committees a report that includes the following: The Army’s detailed funding plans for current and new procurements for experimentation and final fielding for its tactical network, and a cost and capability assessment of current and proposed solutions. Testing and fielding plans for any new procurements for such network, including an explanation of— how any new programs meet the resiliency requirements specified in section 168 of the National Defense Authorization Act for Fiscal Year 2020 ( Public Law 116–92 ; 133 Stat. 1251); and how any new programs will utilize NSA High Assurance certified encryption and decryption. Plans to integrate existing programs of record with new programs of record and plans to ensure all systems are interoperable with both fielded systems of the Army and the systems of foreign partners. Plans to complete a developmental test campaign and a formal operational test and evaluation prior to fielding new capabilities to the operational forces for use other than for experimentation.
