Sec. 1052. Limitation on availability of funds for travel expenses of the Office of the Secretary of Defense

Of the funds authorized to be appropriated by this Act or otherwise made available for fiscal year 2026 for operation and maintenance, defense-wide, and available for the Office of the Secretary of Defense for travel expenses, not more than 75 percent may be obligated or expended until the Secretary of Defense— submits to the congressional defense committees any overdue quarterly reports regarding execute orders of the Department of Defense required by section 1744 of the National Defense Authorization Act for Fiscal Year 2020 ( Public Law 116–92 ; 10 U.S.C. 113 note); submits to the congressional defense committees a certification that the Department of Defense is compliant with the requirements of section 1067 of the National Defense Authorization Act for Fiscal Year 2025 ( Public Law 118–159 ; 138 Stat. 2066), including— a written statement that a copy of each execute order required to be submitted to the congressional defense committees under subsection
(c)of such section has been so submitted; and a description of the mechanism established to facilitate the provision to the congressional defense committees of all future briefings required under subsection
(a)of such section, and the compliance with the disclosure and notice requirements under subsection
(c)of such section, within the time frames required by such section; submits to the Committees on Armed Services of the House of Representatives and the Senate the report on efforts of the Department of Defense to identify, disseminate, and implement throughout the Department lessons learned from the war in Ukraine required by the conference report accompanying the National Defense Authorization Act for Fiscal Year 2025 ( Public Law 118–159 ); provides notice of changes to the legal and policy framework report as required by section 1264 of the National Defense Authorization Act for Fiscal Year 2018 ( 50 U.S.C. 1549 ); and provides to the Committees on Armed Services of the House of Representatives and the Senate unedited video of strikes conducted against designated terrorist organizations in the area of responsibility of the United States Southern Command.
