Notwithstanding other provisions of law, none of the funds appropriated or otherwise made available under this title for the National Institute of Standards and Technology may be obligated or expended to award any grant, contract, cooperative agreement, or other form of financial assistance for research and development activities conducted, in whole or in part, using High Performance Computing resources located in the People’s Republic of China.
