Of the funds appropriated by this Act under the headings National Security Investment Programs , International Narcotics Control and Law Enforcement , Security Sector Programs , and Foreign Military Financing Program , up to $1,500,000,000 may be made available for the America First Opportunity Fund to furnish assistance that makes America safer, stronger, and more prosperous by responding to crises, engaging proactively with strategic partners, and countering threats from adversaries.
Funds appropriated by this Act under the headings International Narcotics Control and Law Enforcement , Security Sector Programs , and Foreign Military Financing Program and made available for such Fund may be transferred to, and merged with, funds appropriated under such headings: That such transfer authority is in addition to any other transfer authority provided by this Act or any other Act, and is subject to the regular notification procedures of the Committees on Appropriations.
Provided, Funds made available pursuant to this section may remain available until September 30, 2029. The Secretary of State shall consult with the Committees on Appropriations on the allocation of funds made available pursuant to this section not later than 30 days prior to the initial obligation of funds.
