None of the funds appropriated or otherwise made available by this Act may be made available for the United Nations Population Fund. None of the funds appropriated under title III and under the headings International Narcotics Control and Law Enforcement , Nonproliferation, Anti-terrorism, Demining and Related Programs , Security Sector Programs , Peacekeeping Operations , and International Organizations and Programs , in this Act and prior Acts making appropriations for national security, Department of State, and related programs may be made available in contravention of the rule published in the Federal Register on January 27, 2026, entitled “Protecting Life in Foreign Assistance” (91 Fed. Reg. 3319 et seq.).
