Within seven days of the date of enactment of this Act, and quarterly thereafter, the Department shall submit to the Committees on Appropriation of the House of Representatives and the Senate— an obligation plan by program, project, or activity for each component receiving funds from Public Law 119–21 ; estimated fee collections for each component collecting new or enhanced fees authorized by Public Law 119–21 , delineated by collections that a component will retain and collections that a component will remit to other agencies or the Treasury; and an obligation plan by program, project, or activity for fee collections identified in paragraph
(2)as being retained by a component within the Department.
