The Secretary of Agriculture shall carry out a national campaign to increase the awareness and knowledge of the public with respect to spotted lanternflies. In carrying out the national campaign under this section, the Secretary shall— place public service announcements on television, radio, and billboards in areas of high incidence of spotted lanternflies that— inform individuals of the fact that spotted lanternflies are an invasive pest that threaten local agriculture; and encourage individuals to kill any spotted lanternflies that such individuals encounter; and use such other awareness tools as the Secretary determines appropriate to provide the information described in paragraph (1).
