Section 2501 of the Food, Agriculture, Conservation, and Trade Act of 1990 ( 7 U.S.C. 2279 ) is amended— in subsection (c)(2)— in the matter preceding subparagraph (A)— by striking Secretary of Agriculture and inserting Secretary of Agriculture, acting through the Director of the National Institute of Food and Agriculture, ; and by striking 2023 and inserting 2031 ; and by striking 2023 each place it appears in subsections (d)(1) and (l)(2) and inserting 2031 .
