Section 1473D of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 ( 7 U.S.C. 3319d ) is amended— in subsection (a), by striking 2023 and inserting 2031 ; in subsection (c)(3)— in subparagraph (E), by striking and at the end; by redesignating subparagraph

(F)as subparagraph (G); and by inserting after subparagraph

(E)the following: to examine potential benefits and opportunities for supplemental and alternative crops (including winter-planted rapeseed and winter-planted canola crops); and ; and in subsection (e)(3), by striking 2023 and inserting 2031 .
