Not later than 12 months after the date of enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Agriculture of the House of Representatives, and the Committee on Agriculture, Nutrition, and Forestry of the Senate, a report that— examines the causes of State variation in supplemental nutrition assistance program administrative costs and identifies the factors most likely to contribute to an increase in these costs; and provides recommendations on how the Department of Agriculture and Congress can improve oversight of administrative costs in the program.
