This Act shall take effect 6 months after the date of issuance of regulations under section 12(a)(1). In the case of a collective bargaining agreement in effect on the effective date prescribed by subsection (a), this Act shall take effect on the earlier of— the date of the termination of such agreement; the date of any amendment, made on or after such effective date, to such agreement; or the date that occurs 18 months after the date of issuance of regulations under section 12(a)(1).
