The Administrator shall update the procedures associated with rulemakings related to motor vehicle safety to ensure— the use of recognized project schedule management practices; and adherence to applicable Federal standards with respect to such practices. The Comptroller General of the United States shall conduct a study to assess the implementation of this section by the Administrator. Not later than 5 years after the date of the enactment of this Act, the Comptroller General shall submit to the relevant congressional committees a report on the results of the study conducted under paragraph (1).
