Section 432 of the Homeland Security Act of 2002 ( 6 U.S.C. 240 ) is amended— by redesignating subsection
(e)as subsection (f); and by inserting after subsection
(d)the following new subsection: The Secretary shall authorize the use of financial assistance under subsection (d)(2) for vehicle security enhancement upgrades, including for bulletproof windows. .
