Section 30307 of title 51, United States Code, is amended— in the section heading, by striking and inserting analysis ; and estimate in subsection (b)— by striking Before any funds may be obligated for implementation and inserting After the Administrator completes the preliminary design review ; by striking analysis and inserting estimate ; and by inserting after the first sentence, No funds may be obligated for implementation of the project before the Administrator reports the results of the life-cycle cost estimate to Congress. .
