None of the funds appropriated by this or any other Act, including prior year Acts, may be used to obligate and expend funds in the Defense Modernization Account made available in accordance with subsection
(c)of section 3136 of title 10, United States Code, except for the purposes described in paragraphs (d)(1) through (d)(4): That any program increases, as detailed in the tables titled Explanation of Project Level Adjustments in the explanatory statement regarding this Act, may not be transferred to the Defense Modernization Account pursuant to subsection
(c)of section 3136 of title 10, United States Code. Provided,
