Of the unobligated balances from amounts made available under the heading Consular and Border Security Programs from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $900,000,000 are permanently rescinded. Of the unobligated balances from amounts made available under the heading Educational and Cultural Exchange Programs from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $25,000,000 are permanently rescinded.
Of the unobligated balances from amounts made available under the heading Debt Restructuring from prior Acts making appropriations for the Department of State, foreign operations, and related programs, $63,975,000 are permanently rescinded.
