Any unobligated balances of funds appropriated under the heading Federal Emergency Management Agency—Flood Hazard Mapping and Risk Analysis Program in any prior Act shall be transferred to and merged with funds appropriated under the heading Federal Emergency Management Agency—Federal Assistance for necessary expenses for Flood Hazard Mapping and Risk Analysis: That funds transferred pursuant to this section shall be in addition to and supplement any other sums appropriated for such purposes under the National Flood Insurance Fund and such additional sums as may be provided by States or other political subdivisions for cost-shared mapping activities under section 1360(f)(2) of the National Flood Insurance Act of 1968 ( Provided, 42 U.S.C. 4101(f)(2) ), to remain available until expended.
