Not later than 180 days after the date of the enactment of this Act, the Secretary of State, in consultation with the Secretary of Commerce, shall submit to the appropriate congressional committees a report on the impact of large mining operations for rare earth minerals in the Inner Mongolia Autonomous Region, in particular the Bayan-Obo mine, on the livelihoods of South Mongolian residents, including forced displacement and serious environmental degradation, and on United States national security interests related to the operation and potential expansion of rare earth mining operations.
In this section, the term appropriate congressional committees has the meaning given the term in section 6(d)(1).
