Sec. 3000. Applicability to entire act

Notwithstanding any other provision of law, the prohibitions and limitations set forth in this title, including the amendments made by this title, shall apply to all funds authorized or appropriated under this Act, including under title I, title II, and every subtitle thereof, and to any trust fund to which such funds are contributed. This section shall take effect on the date of the enactment of this Act.
