Section 148(a)(4) of the National and Community Service Act of 1990 ( 42 U.S.C. 12604(a)(4) ) is amended by inserting after Secretary of Veterans Affairs the following: , regardless of whether the individual is a veteran as defined under section 101 . Any individual who receives an educational award under section 146 of the National and Community Service Act of 1990 ( 42 U.S.C. 12602 ) may use the award for expenses described in section 148(a)(4) of that Act ( 42 U.S.C. 12604(a)(4) ), as a result of the amendment made by subsection
(a)of this section, notwithstanding the provisions of any appropriations Act that does not specifically reference this section and that would not permit such use by the individual.
