Notwithstanding section 101, the matter under the heading Native American Veteran Housing Loan Program Account in title II of division A of Public Law 118–42 shall be applied by adding the following new paragraph: In addition, for the cost of direct loans, $6,865,235, as authorized by subchapter V of chapter 37 of title 38, United States Code: Provided , That such costs, including the cost of modifying such loans, shall be as defined in section 502 of the Congressional Budget Act of 1974: Provided further , That funds made available under this heading are available to subsidize gross obligations for the principal amount of direct loans not to exceed $75,000,000. .
