Notwithstanding sections 102 and 104, amounts made available by section 101 of this Act to the Department of Defense for Shipbuilding and Conversion, Navy may be apportioned up to the rate for operations necessary to fund completion of prior year shipbuilding programs for the fiscal year 2016 and fiscal year 2018 Virginia Class Submarine Programs, in an amount not to exceed $154,000,000.
