Not later than 30 days after the date of enactment of this Act, the Secretary of Agriculture, the Commissioner of the Food and Drug Administration, and the Chairman of the Farm Credit Administration shall submit to the Committees on Appropriations of the House of Representatives and the Senate a detailed obligation plan delineated by program, project, and activity, as defined in the report accompanying this Act, for all amounts made available by this Act and prior appropriations Acts that remain available for obligation, including appropriated user fees and loan authorizations:
That such obligation plan shall include breakdowns of estimated obligations for each such program, project, or activity by fiscal quarter, source appropriation, and the number of full-time equivalent positions supported: Provided, That such obligation plan shall serve as the baseline for reprogramming notifications for the purposes of section 716 of this Act.
