Notwithstanding section 101, the matter preceding the first proviso under the heading Office of Personnel Management—Salaries and Expenses in title V of division B of Public Law 118–47 shall be applied by substituting $197,446,000 for $219,076,000 , and the second proviso under such heading in such title of such division of such Act shall be applied by substituting $214,605,000 for $192,975,000 .
